It's just felt and its really thin about a 10 mils in thickness but it made the liner go on so much easier and helps with getting wrinkles out of the liner.

I have used this pull pad to protect the liner of my pool for 2 years. My pool base is sand. I use a layer of road fabric and then put the pool pad down to protect the liner. It definitely makes a difference.
