Sure it heats up, but it's so minimal that it would take hours to warm a small amount of water. Might be faster to warm the water by using the friction from rubbing my hands together.

This immersion water heater works as advertised and does a good job heating water in buckets, tubs, and other smaller containers. The unit heats up fairly quickly, and the included digital LCD thermometer is a helpful feature for monitoring water temperature. The stainless steel guard also adds a layer of protection during use. For smaller volumes of water, it performs well and is convenient to use. However, if you’re trying to heat a larger body of water, such as a large stock tank, large pool, or oversized bathtub, you’ll likely need multiple units or considerably more time to reach your desired temperature. Overall, it’s a useful and effective heater when used within its intended capacity and has worked as described in my experience.

This is a reliable water heater, it heats up the water (5 gallons) at an acceptable pace. It can even heat up water of a greater quantity in an acceptable time. It is very much capable and worth its value.
