Why would you make a heater that the blower never turns off it's either blowing warm air or it's blowing cold air is mine defective or did you intentionally do? this I'm confused

JUST GOT MY 4 REPLACEMENT UNITS TO RELACE THE FIRST 4 THAT I ORDERED THAT DIDNT WORK. THESE 4 DONT WORK EITHER. PLUG THEM IN TURN THEM ON DISPLAY SHOWS E1 CAN'T ADJUST TEMP. OR FAN AND TIMER. BLOWS COLD AIR.

These hitters do blow out hot heat but they don't work long, at least mine didn't. It threw a code E1 and would not blow hot air after the second day of having it.
