It seems to work. When it's plugged in and receiving power, the internal fan spins on inside of the assembly for heat dissipation. Not loud but noticeable in a quiet room. It can be used to charge 12Vdc gadgets indoors on your AC power supply that you may not want plugged into your vehicle electrical system 24/7 and risk straining your car battery and alternator.
