I tried and tried to get the bottom part to move, last night when it got here. No luck. Then, this morning, I had a brainstorm: I removed the obvious bolt/nut, the one not in black like the others, and voilà! Victory. I had a call into globe, and then called back to cancel it. I did get an email from them, and I strongly urged them to add to the instructions that you MUST remove that one bolt and nut entirely so that the bottom half will move as it's supposed to. Budget hardware strips easily so expect going to a hardware store to get replacements. The clamping mechanism for the top part is also too weak for a heavier-than-normal grow light bulb; mine just drops down and no adjusting can make the light point up or lateral. There’s also quite a bit of cheap plastic in its construction. On a good note, the base is heavy and even my heavy bulb won’t make it tip over. My lamp works fine but I with it did not have the screw at the bottom that stops it from being movable without much effort. The packaging was bad and looked like someone had returned it. I wanted a BRAND new product. I will be passing this information along to Amazon.
