I'm 5'4 and 180lbs and ordered an XL. This skirt was really pretty in person. I loved the slit and the pattern, but unfortunately it didn't run true to size. I've ordered a lot of skirts/dresses from Amazon recently and have almost exclusively ordered an XL without problems. Based on the size chart this should have fit, but there was no stretch in the fabric, and the waist band was not elastic at all. I ended up returning this and would have reordered a size or two larger if they were available.
