My scooter is about 40lbs or so and is larger, the handle bars don't fold in but the stem does. I had to carry my scooter about a mile around the pier of my naval base before I could get to the road with it and it did not feel like the bag was ready to break or anything so stitching was pretty durable and sturdy. There's no "install" as it comes ready after unpacking. It also has a side pocket for that you can use for maybe the charger cable or a lock chain. It also doubled as a bag for when I was shopping. You can kind of use it like a back pack with the carry straps but over the should or head through the straps is better. Is it a bag? Yes. Does it fit most scooters? Probably yes. Is it waterproof? No, the bag material might be but the zipper is not, and since it's on the top of the bag with no flap to protect it, water gets inside anyway.
