The 4" model does not include an inner sleeve. I installed them without the sleeve and i can see after 1 use that it will not last very long at all. Once pressure is applied, this product will not spin on the bolt unless, maybe if you lube it. Luckily there is a very simple and cheap solution. Simply cut 5/8 diameter copper pipe the width of the roller, or slightly longer like i did. (This way the rubber will not rub on the mount). Product as advertised. Fit well. Like the PVC sleeve. Would have liked to see a denser more durable rubber, maybe harder. Material does dent with prolonged keel weight. But, works for now.
