I bought these to work out my arms in the pool. They are hollow and do not fill with water. So when your arms push downwards in the pool, they work great for the resistance BUT On the upwards motion there is absolutely no resistance. I wish they worked both direction.

The water dumbbells add a greater resistance in the water during water aerobics. They are light weight and easy to hold. My only complaint is that the dumbbells collect a little water inside so I cannot put them in my beach bag without other stuff getting wet.
