Just a rug pad. I missed the description where it stated it was two pieces. It was a PITA to get it situated under the rug and cut to size. Now that it's under the rug, it's like working it's way out or something. I trimmed it back, but now you can see it poking out from under the rug.

It does the job. Upon opening it definitely had an odd odor emitting from it, but once I got it down in place and the rug on top the odor is not noticable. It is easy to cut if you need to alter it to fit your rug. I knew when buying that I would need to cut it as my runner is an odd shape.
