I stand 5’4”, weigh 160 lbs and have hips at a circumference of 42”. I bought a size 16 as suggested on the sizing chart and it fits just fine. A 14 would not have fit around my hips. The elastic around the waist is loose, but that’s to be expected when your waist to hips ratio is not proportionate. As others have stated, the material is very thin (not see-through thin, but still thin). The only complaint I had is that it smelled terrible straight out of the package, but nothing a simple wash couldn’t solve. It will work just fine for the occasion.

This is a nice lightweight pencil skirt which comes below the knee. It is not clingy or see through. If you go by their measurement chart to order the size it will be a size too big.
