I stand 5’4”, weigh 160 lbs and have hips at a circumference of 42”. I bought a size 16 as suggested on the sizing chart and it fits just fine. A 14 would not have fit around my hips. The elastic around the waist is loose, but that’s to be expected when your waist to hips ratio is not proportionate.
