I have tried this in light not packing snow and it will not make snowballs, just like you couldn't with your hands. If the snow was damp or packing ready snow then it will perform finding the balance between packing it just right and too much takes some experimenting.

My son played with it for about 5 minutes, then it broke. Several parts of the hinge snapped off and got lost in the snow. It also didn't fully make a snowball, it just made two halves that wouldn't join to make a whole.
