The suction cup at first did not stick to the vinyl floor well. Not sure what was the issue but I finally was able to move the vinyl floor tile and close gap.

This almost did everything I needed it to do. I bought this to tighten up some of my floorboards and while it does in theory work I was disappointed in the lack of suction strength. It held on long enough to do the majority of the work, but was not strong enough for the last bit.
