American flag appears to be a metal decal which is nice cause you may want to change it some day and would be easier than buying a whole new hitch cover. The lock seems of good quality, I can not speak to how well it will protect from theft but its at least a deterrent. no instructions in the box but pretty self explanatory the rubber o rings will go on the pin 2 on either side to help stop the pin from sliding side to side.
