This is WAAAYYY too big for a 9.9. Says in ad it would fit but doesn’t. Don’t buy it unless your outboard is at least 15hp. Even tightened straps all the way and still flies off when a little wind blows.

The “up to 15hp” size Fits the newer (mine’s a 2023) 6hp Tohatsu outboards well. Seems like ok quality, not flimsy. Worth the $10!
