Tired deformed, will not seat in rim properly, out of balance

Tire comes deformed, and it stays that way, it's so out of whack no matter how I try to seat the bead inflating and deflating the tube it's oblong instead of a circle, I can't get it to be a close to perfect circle it's more like an oval, crappy tire

I have a 16" fat tire ebike that I bought for myself but my son wanted to try it out too and he ran over a nail and flattened the back tire- two days after I had purchased it. Considering this was two tires, two tubes and the tools, I felt it was a reasonable deal and it also came fast. We quickly changed the tube and have been riding for at least a week and it's working flawlessly. Easy fix.
