The 18" version of this is good, but it's only good for medium/light duty jobs. You definitely can't cut through chain with this. I used it to cut through thick wire, including the springs from a mattress. Basically, the 18" Bolt Cutter is good for cutting things that regular wire-cutters cant cut. However, it's not going to cut chain or bicycle locks
