Tires and wheels only, no hardware
Overall, these are nice replacement tires for my hand truck. I just wish they had included some hardware such as washers, cotter pins, or pushnuts. If the tires you are replacing are held in place with steel pushnuts, you will likely break them when removing and you usually have to buy a pack of more than two. It would have been great if the wheels/tires had included these relatively inexpensive hardware items.
