A full note high

It is incapable of being tuned correctly. No matter how much I adjusted the mouthpiece, three different tuners all read each note as one full note higher than it should be. I tried using better reeds, a better mouthpiece, a better ligature; I even tried manipulating the notes just with embouchure. And no matter what I did, I could not make the sax get into tune.
