Based on the packaging, I thought it was a toy. And I guess it could be. I think its more of a hair styling practice doll. But either way you could practice or play with multiple styles etc it comes w accessories such as clips, barrettes etc. The only thing is the head might be a tad bit creepy looking for smaller children. ... show more
