Tight fit around my upper arms

This top is sooo cute, I love the color and the material is soft. Unfortunately the upper arms on the shirt feel a little tight on me. I can’t comfortably lift my arms up without being restricted Im an 36C without a bra I don’t have much cleavage showing with the string. Maybe wear boob tape? Everything else is fine, it’s flowy. I got a medium and I feel like a large would be too big.
