My tall 18 month old has been wearing the 18 month size for about 3 months (its mid February), and is about to outgrow them, but only in the sleeve length which isnt a big deal so we will likely keep wearing until it's summer. In winter they can wear under jackets and in summer wear along and protects babys skin from the sun. The neck is high enough to also protect their chest . True to size.
