If you want the pillow to be higher, then use the bottom 2 loops, otherwise, you can use the upper 2 loops. The strap is not only elastic, there is also a pin on the strap to let you adjust the strap length, which allows you to position the headrest pillow wherever you desire.

- Package includes----2 leather Tesla headrest pillows, 2 elastic attachment straps, 1 extra filling bag, and 1 piece of user manual. Also extra 2 straps are provided in the bag as replacements. One pillow only needs one strap to set it up, but you could use 2 straps to set up 1 pillow in order to make the pillow more tightly attached onto your headrest. But 1 strap to set up 1 pillow usually meets your needs.
