First you want to stretch out little spaces on the rubber pieces with the needle nose pliers. Then you want to put on the curved rubber piece on the bottom rung first. Get the rubber piece as close as you can with your fingers to the side rung. Now you can take your pliers and from the outside as well as inside of the file holder you can stretch the rubber piece over the side rung. Ta da you got it on there.
