Tire doesn't stay on the bead. Dangerous

I don't know what it is about the rim design but the tire will fall off the rim with any lateral force. I tried different tires with the same result. Other wheels on the same bike have no problem, even with locking up the brakes and skidding sideways. But for some reason the tire always fall off the rim with this wheel, even with slow cornering speeds. IDK what it is about the bead design but it happened multiple times and has left me stranded couple miles from home. Not to mention it being just unsafe.
